The Rules govern how work is organised at hazardous production facilities of the mining and metallurgical industry: plants handling molten ferrous and non-ferrous metals, mining and mineral processing sites, and works using hazardous substances, fixed lifting machinery or pressure equipment. Work is sorted into routine work under a documented procedure, higher-hazard work, and work tied to emergencies, and each class carries its own way of authorising it. Later chapters follow contractors, site access acts, permits, gas-hazardous places, tag and lock systems and safety signs.
The Rules bind the organisation operating such a facility and the contractors it admits to its site. The operating organisation controls the industrial safety side of contractor activity on its territory and decides the terms of admission. Managers and specialists of a contractor shall hold industrial safety certification matching the work they perform. Connecting to the operator's energy supplies without agreement is not permitted.
The permit is the central instrument for higher-hazard work, and one chapter covers it. It shall be drawn up before work starts and runs no longer than 30 calendar days. Its form, number of copies, registration, electronic signature and storage are set by the operating organisation, which shall block unauthorised change of permit data. Four roles carry responsibility: the issuing authority, the admitting person, the work leader and the work party. Conditions change, the permit closes.
