All machines and equipment used for welding and cutting shall be regularly inspected, tested, and calibrated in accordance with the manufacturer's instructions, and if any defect or wear is found, shall be repaired or withdrawn from service.
The stability of welding and cutting machines and equipment shall be such as to prevent any accidental movement.
The written permit for carrying out welding and cutting operations shall be issued by the employer or the employer's representative.
The permit for carrying out welding and cutting operations shall include, at a minimum, the type of process, occupational hazards, control measures, and the duration of the work.
All welding and cutting machines and equipment shall be installed and operated in a fully safe manner.
All welding and cutting machines and equipment shall be kept and stored in a location that protects them from physical and chemical damage.
The method of carrying out welding and cutting operations shall be such that, in addition to the welder or cutter, it poses no hazard to other workers or bystanders.
The walls and adjacent surfaces of the welding location shall be such as to provide the maximum absorption of harmful radiation.
The installation of non-combustible screens suited to the type of work at welding and cutting locations is mandatory for the protection of workers and bystanders.
The filter and outer cover of hand shields, welding goggles, and welding helmets with a shield shall be resistant to weld spatter, abrasion, and localized breakage, and shall be made of fire-resistant transparent glass or plastic.
The welder's or cutter's safety helmet shall be fitted with a welding shield so that, when the welding filter is raised, it protects the workers' eyes and face against the projection of slag particles.
The shade number of filters used in the various types of welding and cutting operations shall be appropriate to the type of operation and shall conform to the standard.
Welding goggles and masks (hand shields) shall be properly maintained and shall always be clean and free of defects.
During welding or cutting operations where there is a risk of sparks, slag, or molten material falling onto the body from above, the use of fire-resistant clothing is mandatory.
Control measures shall be implemented in such a way as to prevent the spread of pollutants generated by welding operations to other parts of the workplace.
Carrying out any degreasing or cleaning operations with chlorinated hydrocarbons in welding, cutting, and related-process workplaces is prohibited.
If a workpiece has been degreased using solvents, it shall be thoroughly cleaned of solvent residue and dried before welding begins.
Welding and cutting in locations where flammable or explosive materials or gases are present is prohibited.
All parts where welding or cutting creates a risk of fire shall be constructed of fire-resistant materials, or suitable methods shall be used to prevent a fire from occurring.
Any seams, cracks, holes, or open or damaged apertures in the floor and walls of the welding or cutting location shall be properly covered or sealed so as to eliminate the risk of particles from welding and cutting falling or splashing onto lower floors or adjacent units.
Before starting welding and cutting operations in enclosed and confined spaces, adequate ventilation of the work environment shall be ensured.
During welding and cutting where the provision of adequate ventilation is not feasible, the use of independent (self-contained) breathing apparatus is mandatory.
Gas cylinders and welding and cutting machines shall always be located outside enclosed and confined spaces.
Pipes used to ventilate exhaust gases generated by welding and cutting in enclosed and confined spaces shall be made of non-combustible materials.
Welding and cutting of sealed vessels or vessels containing flammable and explosive materials is prohibited.
Welding and cutting of vessels that previously contained flammable and explosive materials, or whose previous contents are unknown, without observing the relevant safety principles and standards, is prohibited.
All welding and cutting machines and equipment shall have a technical data plate.
At the end of each work shift involving welding and cutting operations, the area around the workplace shall be inspected, and the workplace shall be left only after confirming the absence of sparks, flame, or hot slag.
Contact of oil, grease, and flammable and explosive materials with any gas welding and cutting machines and equipment is prohibited.
The use of oxygen gas as a substitute for compressed air is prohibited.
The use of a flame to perform leak testing of gases in cylinders and their attachments is prohibited.
To ignite a welding and cutting torch, a dedicated igniter (friction lighter) shall be used.
At the end of work, and at times when welding and cutting operations are not being performed, the machines shall be disconnected from the main power or gas supply sources.
All connection points from the gas cylinder to the torch shall be leak-tested by skilled workers using safe methods before the torch is ignited.
Hoses and connecting fittings shall conform to the standard and shall be free of leaks, deterioration, or any other defect.
Fittings and connection nuts shall be inspected before use and shall be replaced if any defect or leak is found.
The filling of oxygen cylinders and cylinders of other gases shall be carried out by authorised and accredited centers.
Oxygen cylinders and cylinders of other gases shall be periodically inspected and tested by the employer in accordance with the safety regulations and national standards.
Gas cylinder factories and manufacturers, as well as cylinder-filling industries, are required to mark the chemical name and trade name of the gas on the cylinder body, and the use of gas cylinders on which the chemical name and trade name of the contents have not been marked is prohibited.
The use of gas cylinders and acetylene gas generators that are damaged or corroded, or that have been exposed to fire, is prohibited.
Gas cylinders shall not be exposed to physical or chemical damage, direct sunlight, or adverse weather conditions.
Gas cylinders shall be secured firmly in an upright and stable position to prevent them from possibly falling.
Gas cylinders shall be kept and used away from flammable and explosive materials.
Storing oxygen cylinders in the area where acetylene gas is generated is prohibited.
The use of non-standard fittings, adapters, unsafe devices, and clamps is strictly prohibited.
Moving gas cylinders by using the valve or protective cap as a lever is prohibited.
A full or empty gas cylinder shall not be used as a roller or a support.
The protective cap of gas cylinders shall be securely fitted in place, except when the gas cylinder is in use.
To prevent physical damage while moving gas cylinders of any kind, the use of a suitable and safe container is mandatory.
When it is necessary to move cylinders together with their attached regulators, this shall be done only after closing the valve and placing them on a safe device.
The use of a gas cylinder without a standard regulator is prohibited.
Heating the acetylene cylinder body and gas valve with a flame is prohibited; if necessary, this shall be done using hot water.
The color of hoses shall conform to Standard No. 3792, and the color of gas cylinder bodies shall conform to Standard No. 712 of the Institute of Standards and Industrial Research of Iran.
The use of gas cylinders is permitted only in an upright (standing) position; under no circumstances shall the gas inside a cylinder be used for welding and cutting operations while the cylinder is in a horizontal or inverted position.
Placing objects on top of gas cylinders of any kind is prohibited.
Before disconnecting the regulator from the gas cylinder, the gas cylinder valve shall be fully closed.
Gas cylinders shall be positioned away from welding and cutting operations so that flame, hot slag, and sparks do not reach them; otherwise, fire barriers shall be used.
The use of gas cylinders as part of the electrical circuit of arc welding is prohibited.
In locations where gas is supplied through a piping system, the material of the pipes and all related equipment shall be suitable for the type of gas and safe; the use of colors and warning markings to identify the type of gas piping is mandatory.
Full and empty gas cylinders, as well as cylinders of different gas types, shall be kept separate from one another and stored in a safe location.
The location for keeping and storing gas cylinders shall be fireproof and equipped with a safe ventilation system.
The use of copper fittings in welding and cutting operations with acetylene gas is prohibited.
Each pipe that conveys gas from the generator or cylinder to the welding and cutting torches shall be equipped with a pressure check valve (non-return valve).
In damp locations where electric arc welding and cutting operations are carried out, the use of electrically insulated gloves, clothing, and footwear, and other personal protective equipment appropriate to the type of work, is mandatory.
In situations where there is a risk of the welder's body coming into contact with live conductors, the conductive parts shall be insulated.
In processes such as plasma arc welding and cutting that use high voltages, the use of suitable insulation, as well as the installation of warning signs and boards and the training of personnel, is mandatory.
All fixed or mobile arc and resistance welding and cutting equipment, as well as workpieces, shall be connected to an effective earthing system.
All live parts of arc and resistance welding and cutting machines, and their electrical panels, shall be protected to prevent accidental contact.
The amount of current used in arc welding and cutting machines shall be selected according to the type of work.
Arc welding and cutting cables shall be of a flexible type and appropriate to the type of work.
Before starting welding and cutting, the safety of all connections and equipment shall be verified.
The use of any conductor other than the welding cable to complete the welding circuit is prohibited.
In locations where a number of arc welding or cutting machines are used alongside one another, the necessary measures shall be taken to prevent the hazards of electric shock and fire.
During welding and cutting, leakage of oil, fuel, and cooling-system water from welding and cutting engines, as well as the release of shielding gases from the welding arc, shall be prevented.
Before moving arc welding and cutting machines, their power source shall be disconnected.
Metal work platforms shall, during arc welding and cutting operations, be insulated from the ground or equipped with an effective earthing system.
Electrode holders shall be fitted with protective plates or shields to protect the worker's hand against the heat generated by the electric arc.
When replacing welding electrodes, compliance with safety principles is mandatory.
Wrapping the welding cable around parts of the body is prohibited.
For carrying out welding or cutting operations at height, compliance with safety principles to prevent electric shock as well as the falling of persons and objects is mandatory.
Welding and cutting equipment used outdoors shall be safely protected from adverse weather conditions.
All resistance welding equipment shall be designed so as to prevent its accidental operation.
The installation of safety equipment to prevent injury to body parts located within the welding operation zone is mandatory.
Handles and switches shall be positioned at a safe distance so that there is no possibility of hand injury within the resistance welding operation zone.
All resistance welding equipment used in a suspended (hanging) or similar configuration shall be equipped with suitable support systems.
All resistance welding machines shall be equipped with one or more emergency stop switches located in suitable and accessible locations.
All accessible points of the live parts of resistance welding machines shall be equipped with suitable guards.
The employer is required, while defining the scope of activity of workers covered by this Regulation and creating safe conditions, to exercise the necessary supervision over their proper use of the relevant tools, machines, and equipment.
All importers, manufacturers, sellers, suppliers, and users of tools, machines, and equipment for welding and hot cutting are required to comply with production standards and safety and protection requirements in the relevant machines.
Responsibility for complying with the provisions of this Regulation rests with the employer of the workplace, and in the event of any accident occurring due to the employer's failure to observe the legal requirements, the employer is required to compensate all damages incurred by the injured parties.
