Order No. 833n - Labour Protection Rules for the Siting, Installation, Maintenance and Repair of Process Equipment

1. The Labour Protection Rules for the Siting, Installation, Maintenance and Repair of Process Equipment (hereinafter referred to as the Rules) establish the state regulatory labour protection requirements for the performance of the main process operations and work associated with the siting, installation, maintenance and repair of stationary machines, mechanisms, devices, instruments and other stationary equipment used in the manufacture of industrial products (hereinafter referred to as process equipment).

2. The requirements of the Rules are binding on employers that are legal entities, irrespective of their organisational and legal forms, and on natural persons (with the exception of employers that are natural persons who are not individual entrepreneurs) when they organise and perform work associated with the siting, installation, maintenance and repair of process equipment.

3. On the basis of the Rules and the requirements of the technical documentation of the manufacturing organisation of the process equipment, the employer develops labour protection instructions, which are approved by a local regulation of the employer taking into account the opinion of the relevant trade union body or of another representative body (where one exists) authorised by the employees performing work associated with the siting, installation, maintenance and repair of process equipment (hereinafter referred to as employees).

4. Where materials, process tooling and equipment are used, or work is performed, for which requirements for safe use and performance are not regulated by the Rules, the requirements of the relevant regulatory legal acts containing state regulatory labour protection requirements and the requirements of the technical (operational) documentation of the manufacturing organisation shall be followed.

5. The employer ensures: 1) the maintenance of process equipment in good working order and its operation in accordance with the requirements of the Rules and the technical (operational) documentation of the manufacturing organisation; 2) labour protection training of employees and verification of their knowledge of labour protection requirements; 3) control over compliance by employees with the requirements of the labour protection instructions.

6. When performing work associated with the siting, installation, maintenance and repair of process equipment (hereinafter referred to as work), employees may be exposed to harmful and (or) hazardous production factors, including: 1) moving machines and mechanisms; moving products, workpieces, materials; 2) moving parts of process equipment; 3) sharp edges, burrs and rough spots on the surface of process equipment; 4) falling objects (elements of process equipment); 5) increased dust and gas content of the air in the working area; 6) increased or decreased temperature of the surfaces of process equipment; 7) increased or decreased air temperature in the working area; 8) increased noise level at the workplace; 9) increased vibration level; 10) increased or decreased air humidity; 11) the action of electric current that may pass through the body of an employee; 12) increased level of static electricity; 13) increased level of electromagnetic radiation; 14) increased electric field strength; 15) increased magnetic field strength; 16) absence or insufficiency of natural lighting; 17) insufficient lighting of the working area; 18) direct and reflected glare; 19) location of workplaces at height relative to the surface of the ground (floor); 20) chemical production factors.

7. When organising the performance of work involving the exposure of employees to harmful and (or) hazardous production factors, the employer shall take measures to eliminate those factors or to reduce them to the permissible exposure levels established by the requirements of the relevant regulatory legal acts. Where it is impossible to eliminate the harmful and (or) hazardous production factors or to reduce their levels to the permissible exposure levels owing to the nature and conditions of the production process, the performance of work without providing employees with appropriate personal and collective protective equipment shall be prohibited.

8. Depending on the specific nature of its activities and on the basis of an assessment of the level of occupational risk, the employer may: 1) establish additional safety requirements that do not contradict the Rules. The labour protection requirements shall be set out in the relevant labour protection instructions and shall be communicated to the employee in the form of orders, directions and briefings; 2) use, to control the safe performance of work, instruments, devices, equipment and (or) a set (system) of instruments, devices and equipment providing remote video, audio or other recording of work processes.

9. Document flow in the field of labour protection may be maintained in electronic form using an electronic signature or any other method that makes it possible to establish the identity of the employee, in accordance with the legislation of the Russian Federation.

10. Vehicle and pedestrian routes within the territory of the organisation shall be lit during the hours of darkness.

11. Within the territory of the organisation, in places where explosion-hazardous and fire-hazardous production facilities whose vapours and gases are heavier than air are sited, the construction of channels and unfilled trenches that may serve as places for the accumulation of vapours and gases shall be prohibited. Sumps not more than 0.8 metres deep and gutters not more than 0.4 metres deep, covered with removable gratings, may be constructed for the collection and drainage of storm water, unless otherwise provided for by design solutions ensuring the explosion safety and fire safety of the production facility.

12. Trenches and underground utilities within the territory of the organisation shall be closed and (or) fenced.

13. Wells and process vessels located within the territory of the organisation shall be closed. Temporarily open wells and process vessels shall have fencing not less than 1.1 metres high.

14. Walkways, stairways, platforms and their railings shall be kept in good working order. The decking of platforms and walkways, as well as their railings, shall be secured. For the period of repair, temporary fencing not less than 1.1 metres high shall be installed in place of removed railings. Railings and decking removed for the period of repair shall be reinstalled after its completion. Walkways, stairways and platform decking located in the open air shall be cleared of snow and ice and treated with anti-slip agents in winter.

15. Channels, sumps and other recesses in the floors of production premises shall be closed.

16. For the lifting and moving of process equipment, rigging gear and fixtures (jacks, metal stands, rollers, connectors, karabiners, chains, wire ropes) are used with due regard to their load-carrying capacity.

17. In production premises with crane equipment, places for installation areas shall be allocated. The dimensions of the installation areas shall provide passages not less than 0.65 metres wide (for newly commissioned facilities, not less than 1 metre) around the process equipment installed in the installation areas within the service zone of the crane equipment.

18. To prevent the feet from slipping on the working surfaces of process equipment, various types of working decking may be used (including expanded steel sheets, chequered sheets, perforated sheets and strip steel installed on edge), provided that the necessary design strength is ensured and depending on the operating and servicing conditions of that equipment. In production premises where liquids accumulate owing to the conditions of work, floors shall be made of water-resistant materials that exclude slipping, impede the accumulation of liquids and are impermeable to liquids, and shall have the necessary slope and channels for drainage. Foot gratings shall be installed at workplaces. Channels in floors for liquid drainage or for the routing of pipelines are covered with solid or grated covers flush with the floor level.

19. Steps, ramps and bridges shall be made across the full width of the passage. Stairways shall be fitted with railings not less than 1.1 metres high, and steps shall be even and non-slip. Metal steps shall have a chequered surface.

20. In production premises, the height from the floor to the underside of projecting structures of the floor slab (roof) shall be not less than 2.2 metres, the height from the floor to the underside of projecting parts of utilities and equipment in places of regular passage of employees and on evacuation routes shall be not less than 2 metres, and in places of irregular passage of employees, not less than 1.8 metres.

21. When organising workplaces, labour protection of employees is ensured by: 1) protecting employees from exposure to harmful and (or) hazardous production factors; 2) rational siting of process equipment inside and outside production premises: ensuring safe distances between items of equipment and between equipment and walls or columns, and a safe width of passages and driveways; 3) convenient and safe handling of materials, workpieces and semi-finished products; 4) regular maintenance and repair of process equipment, tools and fixtures; 5) protecting employees from adverse meteorological factors.

22. Workplaces shall be located outside the line of movement of loads moved by means of lifting equipment.

para 23

23. The layout of the workplace shall provide free passage and access for employees to the control panels and controls of process equipment, convenience and safety of actions when performing production operations, and the possibility of rapid evacuation of employees in the event of an emergency.

para 24

24. Process equipment operated by several employees shall have a starting device in only one place, on the control panel. Devices for stopping the equipment shall be provided at all workplaces. The employer shall, by means of technical or organisational activities, prevent unauthorised control of process equipment.

para 25

25. Platforms intended for the servicing of process equipment shall have a height from the decking to the structural elements of the production premises of not less than 2.0 metres. In galleries, tunnels and on trestles, this height may be reduced to 1.8 metres. The requirements of this paragraph also apply to platforms intended for crossing over equipment or utilities. The requirements of this paragraph do not apply to workplaces in underground mining operations (coal mines).

26. Depending on the type of work, workplaces are fitted with workbenches, racks, tables, cabinets and tool pedestals for the convenient placement of materials, tooling, workpieces and finished products, for the storage of tools and fixtures, and for the safe performance of work. The arrangement of workbenches, racks, tables, cabinets and tool pedestals at the workplace shall not constrain the actions of employees or impede the movement of employees during the operation, maintenance and repair of process equipment.

27. The minimum width of single passages to workplaces and at workplaces, taking into account the projecting parts of process equipment, shall be not less than 0.6 metres (for newly commissioned facilities, not less than 1 metre). Moving, rotating and projecting parts of process equipment and auxiliary mechanisms shall be guarded or located so as to exclude the possibility of injury to employees. The requirements of this paragraph do not apply to workplaces in underground mining operations (coal mines).

28. Cluttering workplaces, as well as passages and driveways, with materials, tooling, workpieces, finished products, production waste and packaging shall be prohibited.

para 29

29. The organisation of workplaces shall provide for the possibility of cleaning them every shift. The use of compressed air for cleaning workplaces and for blowing off parts (products), process equipment and clothing shall be prohibited, except where the technical (operational) documentation of the manufacturing organisation permits the blowing off of parts (products) of process equipment with compressed air. In such cases, activities for the safe performance of the work on blowing off parts (products) of process equipment shall be developed.

30. Work shall be performed in accordance with the requirements of regulatory legal acts containing state regulatory labour protection requirements and the technical (operational) documentation of the manufacturing organisation.

para 31

31. High-hazard work in the course of the siting, installation, maintenance and repair of process equipment shall be performed in accordance with a permit to work for the performance of high-hazard work (hereinafter referred to as the permit to work) drawn up by officials authorised by the employer (a recommended form is provided in Appendix No. 1 to the Rules). The permit to work for the performance of high-hazard work may be drawn up and issued in electronic digital form. The permit to work defines the content, place, time and conditions of the performance of the high-hazard work, the necessary safety measures, the composition of the work team and the employees responsible for the organisation and safe performance of the work. The procedure for the performance of high-hazard work and for drawing up the permit to work, and the duties of the officials authorised by the employer who are responsible for the organisation and safe performance of the work, are established by a local regulation of the employer.

32. High-hazard work for the performance of which a permit to work is issued includes: 1) earthworks in the area of underground power networks, gas pipelines, oil pipelines and other underground utilities and facilities; 2) work associated with the dismantling (demolition) of buildings and structures, as well as the strengthening and restoration of structurally unsafe parts and elements of buildings and structures; 3) installation and dismantling of process equipment; 4) installation and repair work in the immediate vicinity of exposed moving parts of operating equipment and near live electrical wires; 5) installation and repair work at a height of more than 1.8 metres above floor level without the use of prefabricated scaffolding and staging; 6) repair of steam and hot water pipelines of process equipment; 7) work in enclosed volumes and in confined spaces; 8) electric welding and gas welding work in closed reservoirs, tanks, pits, wells and tunnels; 9) testing of vessels operating under pressure; 10) cleaning and repair of air ducts, filters and fans of exhaust ventilation systems of premises in which highly potent chemical and other hazardous substances are stored; 11) gas-hazardous work; 12) hot work in fire-hazardous and explosion-hazardous premises; 13) repair of lifting machines (except self-propelled wheeled and tracked machines), crane trolleys and crane runways; 14) repair of rotating mechanisms; 15) thermal insulation work and the application of anti-corrosion coatings; 16) work using lifting structures.

33. The list of work performed under permits to work is approved by the employer and may be supplemented by the employer. Permits to work that have been drawn up and issued are recorded in a logbook, in which it is recommended that the following information be recorded: 1) the name of the subdivision; 2) the number of the permit to work; 3) the date of issue of the permit; 4) a brief description of the work under the permit; 5) the period for which the permit has been issued; 6) the surnames and initials of the officials who issued and received the permit, certified by their signatures with the date of signing; 7) the surname and initials of the official who received the permit closed upon completion of the work, certified by his signature with the date of receipt. High-hazard work of the same type, carried out on a permanent basis and performed by a permanent staff of employees under similar conditions, may be performed without drawing up a permit, in accordance with the local regulations adopted in the organisation establishing the requirements for the performance of such work.

34. When work is performed within the territory of an operating production subdivision (the customer) by personnel of repair subdivisions, including third-party (contracting) organisations, whose personnel are not entitled to work independently in high-hazard areas, the responsible representatives of the customer and the contractor shall draw up, for the entire period of the work, an admission certificate for the performance of work within the territory of the organisation (a recommended form is provided in Appendix No. 2 to the Rules), and shall develop and implement organisational and technical activities aimed at ensuring the safe performance of such work and the safe operation of the operating process equipment.

35. The head of the organisation (contractor) performing the work is responsible for compliance with the requirements of the Rules and the technical (operational) documentation of the manufacturing organisation, as well as the local regulations of the customer, where this is provided for by the contract for the performance of work (provision of services).

36. Where the work specified in the Rules is performed in an organisation operating a hazardous production facility <1>, the permit to work is drawn up in accordance with the industrial safety requirements for the hazardous production facility. ——————————-- <1> Federal Law No. 116-FZ of 21 July 1997 "On Industrial Safety of Hazardous Production Facilities" (Collection of Legislation of the Russian Federation 1997, No. 30, Article 3588).

37. When designing production processes and deciding on the siting of specific process equipment, the design organisation and the employer shall determine and take into account, for each production premises, the harmful and (or) hazardous production factors that may be generated by the process equipment during production processes and in emergency situations.

38. Process equipment whose operation involves the release of harmful, fire-hazardous and explosion-hazardous substances (dust, gases, vapours) shall be installed in isolated premises fitted with general supply and exhaust ventilation and local exhaust ventilation. Where production sections with different sanitary and hygienic conditions are located in one production premises, measures shall be provided to exclude the spread of harmful and (or) hazardous production factors throughout the production premises.

39. Process equipment shall be sited in production premises in accordance with the general direction of the main cargo flow. The siting of process equipment shall ensure the safety and convenience of its installation (dismantling), maintenance and repair.

para 40

40. Stationary process equipment shall be installed on solid bases or foundations. When constructing foundations, placing equipment on them and preparing foundation bolts, the design documentation and the requirements of the technical (operational) documentation of the manufacturing organisation shall be followed. Foundation-free installation of equipment on vibration-damping supports may be used.

para 41

41. Any relocation of operating process equipment shall be carried out on the basis of design solutions adopted in accordance with regulatory legal acts and the technical (operational) documentation, and shall be shown on the process equipment layout diagram.

para 42

42. The following are shown on the process equipment layout diagram: 1) the outlines and dimensions of production sections, and structural elements (columns, partitions, door and window openings, gates, channels, hatches, wells, drains); 2) the overall outlines and dimensions of the process equipment sited in the production areas, of the areas for its servicing (tables, tool cabinets, racks) and of the lifting and transport devices; 3) the places for the storage of materials, workpieces, tooling, finished products and production waste; 4) the outlines and dimensions of passages and driveways.

43. The distances between items of process equipment, and between equipment and the walls and columns of production premises, shall be established depending on the specific conditions of the production process and shall be: 1) not less than 0.6 metres for small equipment (with plan dimensions of up to 1.5 x 1.0 metres); 2) not less than 0.7 metres for medium-sized equipment (with plan dimensions of up to 4.0 x 3.5 metres); 3) for large equipment (with plan dimensions of up to 8.0 x 6.0 metres): not less than 1.0 metre from walls and not less than 0.9 metres from columns; 4) for process furnaces: not less than 1.2 metres from walls and not less than 1.0 metre from columns.

44. Where process equipment is installed on an individual foundation, the distances from the equipment to walls and columns shall be determined taking into account the configuration of adjacent foundations.

45. Where equipment is serviced by lifting structures (including overhead travelling cranes), its arrangement (the distance from walls and columns) shall be carried out with due regard to ensuring safe servicing by lifting structures.

para 46

46. The distance between the controls of adjacent items of process equipment operated by a single operator shall exclude the possibility of erroneous actuation of a control of the adjacent equipment.

para 47

47. The width of the main passages along the service front and between rows of process equipment, where permanent workplaces are present, shall be not less than 1.5 metres. The main passages along the service front of control boards shall be not less than 2.0 metres wide.

48. In multi-machine operation, process equipment shall be sited taking into account the maximum possible reduction of the distances between workplaces.

para 49

49. When siting process equipment, the width of driveways shall be determined taking into account the dimensions of the vehicles used or of the loads transported.

para 50

50. The siting of process equipment in production premises shall ensure the possibility of safe evacuation of employees in the event of emergency situations.

para 51

51. Before the start of work on the installation of process equipment, where lifting structures are used, work execution plans and process charts shall be developed, the places for the temporary placement of equipment, for the passage of vehicles, for the movement of installation machinery and for the passage of employees shall be determined, the boundaries of hazardous areas shall be established and the necessary fencing installed, and safety signs and warning notices shall be posted. During the hours of darkness, driveways, passages and workplaces in the area of the installation work shall be lit.

52. Installation openings for process equipment being installed, channels, trenches, ditches and foundation wells shall be closed (covered) with removable panels. Where necessary, railings or fencing shall be installed.

53. To prevent employees from falling, installation openings into process basements and deep sumps in foundations shall be fenced with prefabricated protective fencing devices or closed with solid decking.

para 54

54. Assemblies and parts of process equipment shall be secured during installation with appropriate fixtures, clamps and braces. Assemblies and parts temporarily placed in the installation area shall be stored on stands not less than 0.1 metres high or on special racks.

para 55

55. The installation of heavy process equipment in its design position by means of one or two lifting cranes shall be carried out under the direct supervision of the person in charge of the work under the permit.

para 56

56. Stationary process equipment shall be installed on solid, previously inspected bases or foundations. When constructing foundations and preparing foundation bolts, the requirements of the technical (operational) documentation of the manufacturing organisation shall be followed.

para 57

57. The performance of any work on process equipment (or under it) while it is in a raised position and supported by winches, jacks or other lifting mechanisms shall be prohibited.

para 58

58. When performing installation and assembly operations at height, those parts of the process equipment that are to be installed at height shall be cleaned of dirt, snow or ice and of foreign objects before lifting. Installation joints and joint elements shall be cleaned of rust, oils and burrs. The fastening systems of individual assemblies and parts shall be checked to prevent the assemblies and parts from falling.

59. Where the installation of process equipment is performed within the territory of an operating production subdivision, the person in charge of the installation work shall develop, and agree with the management of the production subdivision, activities for the safe performance of the work under the permit.

para 60

60. The installation of process equipment in production subdivisions where explosion-hazardous gases may be released shall be performed using non-sparking tools coated with copper, made of non-ferrous metals or of other non-sparking materials. When installing process equipment under such conditions, it shall be prohibited: 1) to use open flame to warm up various assemblies and parts during the cold season (assemblies and parts may be warmed up during the cold season only with warm water or steam); 2) to use tools, mechanisms and fixtures capable of causing sparking, or to throw tools, metal parts and other spark-forming objects onto the surface of the process equipment being installed; 3) to leave oily rags or other wiping material at workplaces after completion of the work (they shall be removed to a box with a closing lid installed in a specially designated place where there is no likelihood of the release of explosion-hazardous gases); 4) to use special footwear that has spark-forming metal plates or is shod with metal heel irons or metal nails.

61. When installing oxygen units, the use of oily rags and gaskets shall be prohibited. Tools used in the installation of oxygen units shall be degreased.

para 62

62. Process equipment that is a source of increased vibration shall be installed on vibration isolators or vibration-damping supports in separate premises, on vibration-absorbing bases (vibration-isolating pads) or on separate massive foundations isolated from adjacent building structures.

para 63

63. When installing process equipment that is a source of an increased noise level, provision shall be made for the installation of silencers on air ducts and air intake chambers and on the suction branch pipe of the compressor, for the insulation of suction pipes and air ducts, and for flexible inserts and soft pads on air ducts. The noisiest equipment (compressors, blowers, pumps, fans) shall be placed in isolated premises.

64. The auxiliary equipment of gas compressors and vacuum pumps shall be installed not below the zero elevation mark. Gas compressors shall be arranged in a single row. The arrangement of the compressors shall provide free access for cleaning and replacing the tubes of the after-coolers and intercoolers.

65. Pumps shall be installed so as to ensure the minimum length of the suction lines. The arrangement of the pumps shall make it possible to collect and drain liquid from the glands during operation, as well as during repairs and flushing of the pumps. Where gland seals are cooled with water, water drainage shall be provided from all types of process equipment. The piping of the pumps during their installation shall be arranged so as to provide free access for packing the glands and performing repair work.

66. Pumps for pumping flammable and combustible liquids may be located in a common production premises when serving the production flow and, when pumping liquids from a warehouse to a production shop or for dispatch from a shop, in separate isolated premises, taking into account fire safety norms and requirements.

para 67

67. The load-bearing structures supporting the air ducts of ventilation systems shall be reliable, made of non-combustible materials, and shall neither cause nor transmit vibration. Local exhausts shall be attached to non-vibrating or least-vibrating elements of process equipment.

para 68

68. Process equipment serviced by means of lifting mechanisms shall be installed within the approach zone of the hook of the mechanism. Areas for the placement of transported equipment parts shall be provided within the same zone.

para 69

69. When installing stationary conveyors in production and warehouse buildings, galleries, tunnels and on trestles, passages for safe servicing and repair, as well as places for the mechanised removal of spillage or fallen loads, shall be provided along their route on both sides. The requirements of this paragraph do not apply to workplaces in underground mining operations (coal mines).

70. Heating furnaces shall be installed in such a way that the employees servicing them are not exposed to the heat flow from the charging windows of two or more furnaces simultaneously and that there is no need to transfer heated metal to the forming process equipment through passages and driveways. Bath furnaces shall not be located under skylights, to prevent drops of water condensing on the skylights from falling into the product.

71. Process equipment, pipelines, air ducts and valves not used in production processes as a result of a change in the process flow diagram or for other reasons shall be dismantled.

72. Upon completion of installation work, the presence and serviceability of all guarding and safety devices and alarm systems forming part of the design of the process equipment shall be checked.

73. Maintenance and repair of process equipment shall be carried out in accordance with the developed process regulations (operating instructions, process instructions, charts, plans for the organisation and execution of repair work), which establish the procedure and sequence for performing the work and the necessary appliances and tools, and which also identify the officials responsible for performing it.

74. The employer shall provide workers engaged in the maintenance and repair of process equipment with the necessary set of serviceable tools and with appropriate appliances and materials.

para 75

75. Process equipment and utility lines shut down for maintenance or repair shall be disconnected from steam, water and process pipelines and gas ducts. Blinds shall be installed on the pipelines; the process equipment and utility lines shall be emptied of process materials. Maintenance and repair of process equipment shall be carried out with the drive (power) unit shut down, except for operations that cannot be performed with the drive (power) unit shut down. During repair work, electricity may be supplied in accordance with the plan for the organisation and execution of the work approved by the employer. When work is performed on an electric motor or on a mechanism driven by it, compliance shall be ensured with the requirements of the labour protection rules for the operation of electrical installations, approved by the Ministry of Labour and Social Protection of the Russian Federation in accordance with sub-clause 5.2.28 of the Regulation on the Ministry of Labour and Social Protection of the Russian Federation, approved by Government Resolution No. 610 of 19 June 2012 (Collected Legislation of the Russian Federation, 2012, No. 26, Article 3528). The electrical circuits of the drives of shut-down process equipment shall be disconnected; prohibition signs reading "Do not switch on! People at work" shall be posted on the manual drives and remote-control keys of switching devices and on starting devices; and measures shall be taken to preclude erroneous or spontaneous switching-on of the switching devices and starting devices.

76. Where toxic or explosive gases, vapours or dust are present in process equipment, it shall be purged, followed by an analysis of the air for the residual content of harmful and (or) hazardous substances.

77. It shall be prohibited to perform maintenance without observing a safe distance from unguarded moving and rotating parts and components of adjacent process equipment, electrical wires and exposed current-carrying parts that are energised.

para 78

78. When repair, assembly and disassembly of process equipment are carried out, the place where the repair work is performed (the repair area) shall be fenced off. Safety signs, posters and signalling devices shall be posted on the fencing. The dimensions of repair areas shall correspond to the dimensions of the equipment assemblies and parts, materials, appliances and tools placed on them and shall also allow for the arrangement of safe walkways and driveways. 79. Lifting equipment and appliances shall be provided for lifting and moving process equipment, assemblies and parts.

80. Detached round or long parts of equipment under repair shall be placed on special stands or racks.

81. When chipping or cutting metal and when dressing or sharpening tools, work shall be performed using appropriate personal protective equipment.

82. During repair work, metal shavings, filings and offcuts shall be removed with brushes, scrapers and hooks. It shall be prohibited to blow off metal shavings, filings and offcuts with compressed air.

83. Pressing out and pressing in bushings, bearings and other parts with a tight fit shall be carried out using presses and special appliances.

84. Special mandrels shall be used to check the alignment of holes in parts. It shall be prohibited to check the alignment of holes in parts with fingers.

85. Workers admitted to the maintenance of electrical equipment shall hold the appropriate electrical safety group.

86. When equipment is repaired in explosion-hazardous rooms, the use of open flame and the use of mechanisms and appliances that cause sparking shall be prohibited.

87. Repair work on process equipment that has contained poisonous or noxious substances shall be carried out using appropriate personal protective equipment, after the removal (neutralisation) of the poisonous or noxious substances.

88. Ladders set up on smooth surfaces shall have anti-slip bases, and ladders set up on the ground shall have sharp metal tips. When leaning ladders are set up at height on elements of metal structures, the top and the bottom of the ladder shall be secured to the metal structures. Leaning ladders shall be used in accordance with the manufacturer's operating instructions. During maintenance and repair of electrical installations in switchgear with a voltage of 220 kV and below, the use of portable metal ladders shall be prohibited.

89. Upon completion of the repair of process equipment and utility lines, it shall be verified that no materials, tools or other foreign objects remain inside the process equipment and utility lines.

90. The trial start-up of process equipment after repair shall be carried out by workers entitled to operate that equipment, in the presence of the person in charge of the repair work and of an official appointed by an order of the employer as the person responsible for the safe operation of the equipment. These requirements do not apply to workplaces in underground mining operations (coal mines) or at coal preparation and briquetting enterprises.

91. When process equipment, components and consumables are transported (moved), the technical (operating) documentation of the manufacturing organisation and the requirements established by the authorised federal executive bodies shall be followed.

92. In production rooms with an elevated noise level, it shall be ensured that workers are able to detect in good time the audible or light signals given by moving vehicles.

93. Moving and rotating parts of conveyors and transporters to which access by workers is possible shall be guarded. The requirements of this paragraph do not apply to workplaces in underground mining operations (coal mines).

94. Where overhead conveyors are used to transport loads at a height of more than 2 metres, guarding devices shall be installed under the conveyor to ensure the safety of workers in the event of an accidental fall of the load.

95. Storage of process equipment, components and consumables shall provide for: 1) the use of storage methods that preclude the occurrence of harmful and (or) hazardous production factors; 2) the use of safe storage devices; mechanisation and automation of loading and unloading operations.

96. Components and consumables shall be stored taking into account their fire-hazardous physical and chemical properties, their compatibility characteristics and the uniformity of fire-extinguishing agents.

The use of wiping material made of synthetic and artificial fibres in explosion-hazardous production rooms shall be prohibited.
