1. These Rules for the Technical Operation of Electrical Installations of Consumers of Electric Power (hereinafter - the Rules) establish requirements for the organisation and conduct of the technical operation of electrical installations of consumers of electric power (hereinafter - electrical installations) and apply to consumers of electric power - legal entities, individual entrepreneurs and natural persons owning electrical installations by right of ownership or on other legal grounds, except for consumers - natural persons specified in paragraph 3 of the Rules (hereinafter - the consumer). The Rules do not apply to consumers - natural persons owning, by right of ownership or on other legal grounds, electrical installations with a voltage below 1000 V and using such electrical installations to meet personal or household needs.
2. The Rules use terms and definitions in the meanings established by the legislation of the Russian Federation, as well as the terms and definitions specified in Appendix No. 1 to the Rules.
3. The technical operation (hereinafter - operation) of electrical installations shall include: putting into operation new and reconstructed (modernised, technically re-equipped) electrical installations, new (modernised) equipment and new (modernised) devices forming part of the electrical installations; use of the electrical installations for their functional purpose; creation and intended use of the documentation specified in the Rules; operational and technological control of the electrical installations; repair and maintenance of the electrical installations; mothballing and reconstruction (technical re-equipment, modernisation) of the electrical installations to the extent not falling within the subject matter of the legislation of the Russian Federation on urban planning activities.
4. When operating electrical installations, irrespective of their type and purpose, the consumer shall comply with the requirements of Chapters II - IV of the Rules. When operating electric welding installations, electrothermal installations, as well as stationary and mobile sources of electric power operating in a mode isolated (autonomous) from the power system, the consumer shall additionally comply with the requirements of Chapters V - XII of the Rules.
5. Electrical installations shall be operated in compliance with the requirements of the Rules, of the regulatory legal acts of the Russian Federation establishing requirements for ensuring the reliability of electric power systems, the reliability and safety of electric power facilities and power receiving installations and for ensuring the quality of electric power, approved by the Ministry of Energy of Russia in accordance with paragraph 2 of Article 28 of Federal Law No. 35-FZ of 26 March 2003 "On the Electric Power Industry" <5>, Government Resolution No. 937 of 13 August 2018 "On the Approval of the Rules for the Technological Functioning of Electric Power Systems and on Amendments to Certain Acts of the Government of the Russian Federation" <6> and (or) Government Resolution No. 244 of 2 March 2017 "On Improving the Requirements for Ensuring the Reliability and Safety of Electric Power Systems and Electric Power Facilities and on Amendments to Certain Acts of the Government of the Russian Federation" <7> (hereinafter - the regulatory legal acts establishing reliability and safety requirements in the electric power industry), and on the basis of the technical (including instructional and operational) documentation developed and approved by the consumer in accordance with Chapter III of the Rules, as well as taking into account the requirements of the design documentation and the documentation of the organisations - manufacturers of the equipment forming part of the electrical installations. ——————————-- <5> Collection of Legislation of the Russian Federation, 2003, No. 13, Article 1177; 2022, No. 24, Article 3934. <6> Collection of Legislation of the Russian Federation, 2018, No. 34, Article 5483; 2021, No. 6, Article 985. <7> Collection of Legislation of the Russian Federation, 2017, No. 11, Article 1562; 2022, No. 18, Article 3094.
6. When operating electric power generation facilities and (or) electric grid facilities belonging to the consumer and connected to an electric power system (except for electric grid facilities with a voltage class of 0.4 kV and below connected to electric networks at a voltage level of 0.4 kV), the requirements of the Rules for the Technical Operation of Power Plants and Networks of the Russian Federation, approved by the Ministry of Energy of Russia in accordance with paragraph 3 of Government Resolution No. 937 of 13 August 2018 "On the Approval of the Rules for the Technological Functioning of Electric Power Systems and on Amendments to Certain Acts of the Government of the Russian Federation" <8> (hereinafter - the Rules for the Technical Operation of Power Plants and Networks), shall be complied with. ——————————-- <8> Collection of Legislation of the Russian Federation, 2018, No. 34, Article 5483.
7. When operating electrical installations, the consumer shall ensure: (a) upkeep of the electrical installations in good working order and their safe operation; (b) maintenance and repair of the electrical installations to maintain their good working order and safe operation; (c) conformity of the technical characteristics and process operating mode parameters of the electrical installations with the requirements specified in paragraph 6 of the Rules which ensure that the parameters of the electric power operating mode of the electric power system remain within permissible values; (d) training and confirmation of the readiness of employees performing job functions related to the operation of the electrical installations (hereinafter - personnel) to perform job functions in the electric power industry related to the operation of electrical installations, in accordance with Chapter IV of the Rules; (e) operational and technological control of the electrical installations; (f) monitoring of the technical condition of the electrical installations and of the operation of electric power generation facilities belonging to the consumer by right of ownership or on other legal grounds, including those operating autonomously from electric power systems; (g) upkeep in good working order of the relay protection and automation devices required to protect power transmission lines (hereinafter - power lines) and the equipment forming part of the electrical installations (hereinafter - equipment); (h) monitoring of compliance with the operating modes of the electrical installations and the electric power consumption modes set by the supplier of last resort (power sales or power supply organisation) or the grid organisation in accordance with the terms of power supply contracts, contracts for the purchase and sale (supply) of electric power and capacity or contracts for the provision of electric power transmission services concluded in accordance with the Rules of the Wholesale Market for Electric Power and Capacity, approved by Government Resolution No. 1172 of 27 December 2010 <9>, the Basic Provisions for the Functioning of Retail Electric Power Markets, approved by Government Resolution No. 442 of 4 May 2012 <10>, and the Rules of Non-Discriminatory Access to Electric Power Transmission Services and the Provision of Such Services, approved by Government Resolution No. 861 of 27 December 2004 <11>; ——————————-- <9> Collection of Legislation of the Russian Federation, 2011, No. 14, Article 1916; 2022, No. 39, Article 6648. <10> Collection of Legislation of the Russian Federation, 2012, No. 23, Article 3008; 2022, No. 27, Article 4863. <11> Collection of Legislation of the Russian Federation, 2004, No. 52, Article 5525; 2022, No. 27, Article 4863. (i) recording, investigation and analysis of the causes of accidents in the electric power industry that have occurred at the consumer's facilities, as well as the adoption of measures to eliminate the causes of their occurrence; (j) availability, use and keeping up to date of the technical (including instructional and operational) documentation required for the operation of the electrical installations and for the performance by the consumer's personnel of the job functions assigned to them; (k) equipping of the electrical installations with protective equipment for electrical installations, tools, spare parts and materials required to meet the requirements of this Chapter and Chapters V - XII of the Rules; (l) testing of electrical equipment in accordance with paragraph 26 and Chapters VI - XI of the Rules; (m) operation of lightning protection devices, measuring instruments and electric power metering devices.
8. The consumer shall, by an organisational and administrative act, define the organisational structure for the management of the electrical installations, allocate the boundaries of operational responsibility and the functions of servicing and of monitoring the technical condition of the power lines, equipment, devices, buildings and structures of the electrical installations among the structural subdivisions and officials of the consumer - legal entity, and define the job duties of the personnel responsible for the operation and condition monitoring of the power lines, equipment, devices, buildings and structures of the consumer's electrical installations. For the direct performance of the duties of organising the operation of the electrical installations, the head of the consumer (except for individual entrepreneurs and natural persons) appoints, by an organisational and administrative document, from among the consumer's administrative and technical personnel, a person charged with the duties of organising the performance of all types of work in the consumer's electrical installations (hereinafter - the person responsible for the electrical facilities), and a deputy of that person, in compliance with the requirements provided for in paragraphs 10 and 11 of the Rules. The cases in which the person responsible for the electrical facilities is replaced for the performance of his duties shall be determined by the head of the consumer in an organisational and administrative document. The person substituting for the person responsible for the electrical facilities is appointed by the head of the consumer, for the period of absence of the person responsible for the electrical facilities, from among the administrative and technical personnel. Where the consumer operating the electrical installation is an individual entrepreneur, the duty to organise the operation of the electrical installations and to organise the performance of all types of work in the electrical installations rests directly with that individual entrepreneur. For consumers - natural persons operating electrical installations with a voltage above 1000 V, the duty to organise the operation of the electrical installations and to organise the performance of all types of work in the electrical installations rests with that natural person. Where the electrical installation of a consumer - legal entity comprises only an incoming (incoming distribution) device, a lighting installation and portable electrical equipment having a nominal voltage not exceeding 0.4 kV, or where the electrical installations have a total maximum capacity of not more than 150 kW, a nominal voltage of up to 1000 V and are connected to a single power supply source, responsibility for the performance of the duties of organising the operation of the electrical installations and organising the performance of all types of work in the electrical installations of such a consumer may, in accordance with this paragraph of the Rules, be assigned to the sole executive body of that consumer - legal entity.
9. The person responsible for the electrical facilities shall be vested with powers to: (a) organise the development and keeping of documentation on the organisation of the operation of the electrical installations and its revision (updating) in accordance with Chapter III of the Rules; (b) organise and ensure the conduct of work with personnel in accordance with Chapter IV of the Rules; (c) organise the safe performance of all types of work in the electrical installations, including with the participation of employees, not on the consumer's staff, of organisations performing functions of operational and (or) technical servicing, repair, adjustment and testing of electrical installations owned by the consumer by right of ownership or on other legal grounds, including monitoring the correctness of the admission of personnel of construction and installation and specialised organisations to work in operating electrical installations and in the protected zones of electric grid facilities; (d) ensure the performance of repair and maintenance of the electrical installations; (e) monitor the availability of the protective equipment in the electrical installations and of the tools required for the operation of the electrical installations, and the performance of checks and tests of such protective equipment and tools in accordance with the regulatory legal acts establishing reliability and safety requirements in the electric power industry, as well as with the Rules; (f) ensure the putting into operation of the power lines, equipment and devices forming part of the electrical installations in accordance with the regulatory legal acts establishing reliability and safety requirements in the electric power industry, as well as with the Rules; (g) organise the operational servicing of the electrical installations and the elimination of technological disturbances in the electrical installations; (h) ensure checks of the conformity of as-built process diagrams (drawings), which are a graphic representation of the sequence of the main stages (operations) of the process, and of electrical connection diagrams with the actual operational diagrams, and the revision (updating) of those diagrams in accordance with paragraphs 30 and 31 of the Rules; (i) ensure, at least once every 2 years, monitoring of the values of the electric power quality indicators caused by the operation of the electrical installations, including by taking measurements of such indicators; (j) ensure monitoring of compliance with and maintenance of the operating mode of the electrical installations and the electric power consumption mode, including reactive power consumption modes, set for the consumer in accordance with a contract for the provision of electric power transmission services, a contract for the purchase and sale (supply) of electric power (capacity) or a power supply contract; (k) ensure that the autonomous backup power sources installed in accordance with the technical specifications for grid connection to electric networks, paragraphs 16, 16.1, 29 and 37 of the Rules for the Full and (or) Partial Restriction of the Electric Power Consumption Mode, approved by Government Resolution No. 442 of 4 May 2012 <12>, and paragraph 31.6 of the Rules of Non-Discriminatory Access to Electric Power Transmission Services and the Provision of Such Services, approved by Government Resolution No. 861 of 27 December 2004 <13>, are maintained in a state of readiness for use in the event of off-schedule disconnections, the introduction of emergency restrictions of the electric power consumption mode or the use of emergency control automation. ——————————-- <12> Collection of Legislation of the Russian Federation, 2012, No. 23, Article 3008; 2017, No. 23, Article 3323; 2018, No. 39, Article 5970. <13> Collection of Legislation of the Russian Federation, 2004, No. 52, Article 5525; 2012, No. 23, Article 3008; 2018, No. 34, Article 5483; 2022, No. 27, Article 4863.
10. The person responsible for the electrical facilities and his deputy are appointed after a knowledge test in accordance with Chapter IV of the Rules and after they have been assigned the following electrical safety group: V - in electrical installations with a voltage above 1000 V; IV - in electrical installations with a voltage of up to 1000 V.
11. The need to appoint persons responsible for the electrical facilities of the consumer's structural subdivisions is determined by the head of the consumer independently, taking into account the organisational structure of management, the number and composition of the consumer's electrical installations, their territorial location and whether the consumer has branches. Duties are assigned to those persons taking into account the provisions of paragraph 8 of the Rules.
12. The consumer shall determine the employees: (a) having the right to perform switching operations in electrical installations and to conduct operational communications; (b) having the right to submit and approve dispatch and operational requests for changes in the process operating mode or operational state of the power lines, equipment and devices forming part of the electrical installations; (c) having the right to perform sole inspection of electrical installations; (d) having the right to give orders, issue permits to work, issue authorisations for the preparation of a workplace and for admission to the performance of work in electrical installations, and to perform the duties of the person granting admission, the responsible person in charge of the work, the performing authority and the observer in accordance with the Rules on Labour Protection for the Operation of Electrical Installations, approved by Order of the Ministry of Labour and Social Protection of the Russian Federation No. 903n of 15 December 2020 <14> (hereinafter - the Rules on Labour Protection for the Operation of Electrical Installations and Order of the Ministry of Labour and Social Protection of the Russian Federation No. 903n, respectively); ——————————-- <14> Registered with the Ministry of Justice of Russia on 30 December 2020, registration No. 61957, as amended by Order of the Ministry of Labour and Social Protection of the Russian Federation No. 279n of 29 April 2022 (registered with the Ministry of Justice of Russia on 1 June 2022, registration No. 68657). In accordance with paragraph 3 of Order of the Ministry of Labour and Social Protection of the Russian Federation No. 903n, that act is effective until 31 December 2025. (e) admitted to checking underground structures for gas contamination (where the consumer has such structures); (f) having the right to perform special work in electrical installations (where the consumer has determined that such work needs to be performed).
13. The lists of the employees specified in paragraph 12 of the Rules shall be available to the person responsible for the electrical facilities, as well as at the workplaces of personnel in accordance with paragraphs 29 and 36 of the Rules. The consumer shall, annually before 1 January, provide the lists of the employees specified in sub-clauses "a" and "b" of paragraph 12 of the Rules, as well as information on the person responsible for the electrical facilities and his deputies (if any), to the grid (power supply) organisation serving the consumer, and shall notify the grid (power supply) organisation of changes to those lists or that information not later than 1 working day before such changes take effect (before the admission of the employees to independent work).
14. The consumer shall organise and carry out monitoring of the technical parameters and condition of its electrical installations based on the readings of instrumentation and the results of inspections, tests, measurements and calculations. Defects of the power lines, equipment and devices of the electrical installations identified as a result of such monitoring shall be recorded in a defect log, with identification of the persons responsible for elimination and of the deadlines for the elimination of the defects.
15. The consumer shall organise and carry out an analysis of the operation of the electrical installations to assess the condition and process operating modes of individual elements and of the consumer's power supply system as a whole. Where such analysis identifies deficiencies affecting the possibility and conditions of further operation of the consumer's electrical installations, and (or) an improper technical condition of individual elements or of the power supply system as a whole, and (or) risks of disruption of power supply, the consumer shall develop and, within the time limits established by the consumer taking into account the above circumstances, implement actions to improve the reliability and safety of the power supply of the consumer's power receiving installations.
16. The consumer shall organise operational and technological control of the electrical installations belonging to it in accordance with the regulatory legal acts establishing reliability and safety requirements in the electric power industry, including the Rules for the Technological Functioning of Electric Power Systems, approved by Government Resolution No. 937 of 13 August 2018 <15> (hereinafter - the Rules for the Technological Functioning of Electric Power Systems), and shall ensure that such operational and technological control is carried out throughout the period of operation of the electrical installations. ——————————-- <15> Collection of Legislation of the Russian Federation, 2018, No. 34, Article 5483; 2021, No. 6, Article 985. To organise and carry out operational and technological control of the electric grid facilities and power receiving installations belonging to the consumer, the consumer - legal entity may create structural subdivisions whose operational personnel shall perform the functions of technological control (supervision) of the power lines, equipment and devices located within the operational service area of that consumer, or operational and technological control of the power lines, equipment and devices of the consumer's electric grid facilities may be assigned to a grid organisation. The procedure for interaction between the consumer and the grid organisation in the operation of the electrical installations, including in the performance of operational and technological control over them, shall be determined in accordance with paragraph 40 of the Rules for the Technological Functioning of Electric Power Systems <16>. ——————————-- <16> Collection of Legislation of the Russian Federation, 2018, No. 34, Article 5483. The documents on the technological interaction between the consumer and the grid organisation shall regulate, among other things, the procedure for: planning the schedules of repairs of the power lines and equipment and of maintenance of the consumer's relay protection and automation devices and dispatch and technological control facilities; preparing, submitting and approving operational requests and taking power lines, equipment and devices out of service for repair; exchanging information on reductions in power supply reliability when repair schemes are implemented; organising emergency recovery work; participating in emergency response drills; interacting in the organisation and performance of switching operations in electrical installations; using the consumer's reactive power sources and the consumer's participation in emergency control.
17. Switching operations in electrical installations shall be carried out by the consumer in accordance with the Rules for Switching Operations in Electrical Installations, approved by Order of the Ministry of Energy of Russia No. 757 of 13 September 2018 <17> (hereinafter - the Rules for Switching Operations in Electrical Installations), taking into account the requirements of this paragraph of the Rules. ——————————-- <17> Registered with the Ministry of Justice of Russia on 22 November 2018, registration No. 52754, as amended by Order of the Ministry of Energy of Russia No. 582 of 23 June 2022 (registered with the Ministry of Justice of Russia on 29 July 2022, registration No. 69462). Switching operations in the electrical installations of electric grid facilities with a voltage class of 0.4 kV and below connected to electric networks at a voltage level of 0.4 kV may be performed single-handedly by an employee from among the operational (operational and repair) personnel servicing those electrical installations.
18. In the event of disturbances of the normal mode in the electrical part of the power system or technological disturbances in the electrical installations, the consumer shall take measures to prevent their development and shall eliminate such disturbances in accordance with the requirements for ensuring the reliability of electric power systems and the reliability and safety of electric power facilities and power receiving installations "Rules for the Prevention of the Development and the Elimination of Disturbances of the Normal Mode of the Electrical Part of Power Systems and Electric Power Facilities", approved by Order of the Ministry of Energy of Russia No. 548 of 12 July 2018 <18> (hereinafter - the Rules for the Prevention of the Development and the Elimination of Disturbances of the Normal Mode). ——————————-- <18> Registered with the Ministry of Justice of Russia on 20 August 2018, registration No. 51938, as amended by Order of the Ministry of Energy of Russia No. 99 of 13 February 2019 (registered with the Ministry of Justice of Russia on 14 March 2019, registration No. 54038).
19. Where the consumer's power receiving installations are included in the schedules of emergency restriction of the electric power (capacity) consumption mode (hereinafter - emergency restriction schedules), the consumer shall ensure readiness for the introduction of such schedules and the timely performance of actions to put the emergency restriction schedules into effect in accordance with the Rules for the Development and Application of Schedules of Emergency Restriction of the Electric Power (Capacity) Consumption Mode and the Use of Emergency Control Automation, approved by Order of the Ministry of Energy of Russia No. 290 of 6 June 2013 <19>. ——————————-- <19> Registered with the Ministry of Justice of Russia on 9 August 2013, registration No. 29348, as amended by Order of the Ministry of Energy of Russia No. 898 of 18 October 2018 (registered with the Ministry of Justice of Russia on 14 November 2018, registration No. 52677). Consumers shall participate in the specialised emergency response drills conducted by the grid organisation to practise the actions of operational personnel when emergency restriction schedules are introduced, in accordance with paragraphs 18 and 24 and Chapters V - VII of the Rules for Conducting Emergency Response Drills in Electric Power Industry Organisations of the Russian Federation, approved by Order of the Ministry of Energy of Russia No. 27 of 26 January 2021 <20> (hereinafter - the Rules for Conducting Emergency Response Drills and Order of the Ministry of Energy of Russia No. 27, respectively). ——————————-- <20> Registered with the Ministry of Justice of Russia on 23 March 2021, registration No. 62846. In accordance with paragraph 2 of Order of the Ministry of Energy of Russia No. 27, that act is effective until 1 September 2027.
20. Where the consumer's power receiving installations are connected to the action of emergency control automation devices, the consumer shall, jointly with the grid organisation, carry out selective checks of the operational state of the emergency control automation devices acting to disconnect load that are installed at the consumer's electric grid facilities or power receiving installations, including of the volumes of load (connections and feeders) connected to the action of such automation. The frequency of such checks and the composition of the power receiving devices in respect of which they are conducted are determined by the consumer taking into account the proposals of the grid organisation. The consumer shall maintain those emergency control automation devices in proper technical condition, ensure their adjustment and readiness for operation, and perform, within the time limits set by the consumer in agreement with the grid organisation, the actions to eliminate identified deficiencies in the operation of the emergency control automation devices determined based on the results of those checks.
21. Upon receipt from the grid organisation of a demand to conduct control, extraordinary or other measurements in accordance with paragraph 135 of the Basic Provisions for the Functioning of Retail Electric Power Markets, approved by Government Resolution No. 442 of 4 May 2012 <21>, the consumer shall ensure that such measurements are conducted at the electric power facilities and power receiving installations belonging to it. ——————————-- <21> Collection of Legislation of the Russian Federation, 2012, No. 23, Article 3008; 2022, No. 27, Article 4863.
22. Where the operating modes of the electrical installations, including the starting modes of motor loads, result in a breach of the electric power quality requirements established in accordance with the Rules for the Technological Functioning of Electric Power Systems, the technical specifications for the grid connection of the electrical installations to the electric network or a contract for the provision of electric power transmission services (power supply contract) concluded by the consumer with the grid organisation (the supplier of last resort, a power sales or power supply organisation) (hereinafter - the electric power quality requirements), or result in voltage dips with a depth of more than 10 per cent of the nominal voltage and a duration of more than 0.5 seconds at the points of connection of the electrical installations to the electric network of the grid organisation, the consumer shall develop and implement compensating actions aimed at eliminating the negative impact of its electrical installations on the quality of electric power in the electric network. The operation, without compensating devices, of electrical installations with non-linear, asymmetric and sharply variable loads (including electric arc furnaces, rectifier and welding installations) that result in a breach of the electric power quality requirements at the points of connection of the electrical installations to the electric network of the grid organisation shall not be permitted.
23. The consumer shall ensure the maintenance and repair of the equipment and devices of the electrical installations. Maintenance, planning, preparation and performance of repair, and acceptance from repair, of electrical installations that constitute equipment of electric power generation facilities or electric grid facilities shall be carried out in accordance with the requirements for ensuring the reliability of electric power systems and the reliability and safety of electric power facilities and power receiving installations of the "Rules for Organising the Maintenance and Repair of Electric Power Facilities", approved by Order of the Ministry of Energy of Russia No. 1013 of 25 October 2017 <22> (hereinafter referred to as the Rules for Organising the Maintenance and Repair of Electric Power Facilities). ——————————-- <22> Registered by the Ministry of Justice of Russia on 26 March 2018, registration No. 50503, as amended by Order of the Ministry of Energy of Russia No. 555 of 13 July 2020 (registered by the Ministry of Justice of Russia on 23 October 2020, registration No. 60538). Maintenance of relay protection and automation devices shall be carried out in accordance with the Rules for the Maintenance of Relay Protection and Automation Devices and Systems, approved by Order of the Ministry of Energy of Russia No. 555 of 13 July 2020 <23>. ——————————-- <23> Registered by the Ministry of Justice of Russia on 23 October 2020, registration No. 60538. The scope of maintenance and planned preventive repairs of the electrical installations shall be determined by the need to maintain the serviceability and ensure the safe operation of the electrical installations, to restore them periodically and to bring them into conformity with the operating conditions. For all types of repair of the main equipment of electrical installations not covered by the Rules for Organising the Maintenance and Repair of Electric Power Facilities, annual repair plans (schedules) shall be drawn up and approved by an authorised official of the consumer (its branch). Repair of electrical equipment and apparatus directly connected with process units shall be performed simultaneously with the repair of such units. The frequency and duration of repairs, as well as the duration of the annual repair downtime for individual types of equipment, shall be determined by the consumer in accordance with paragraphs 104, 113 of the Rules and the requirements of the manufacturers' documentation for such equipment.
24. When organising and carrying out the operation of general-purpose electrical equipment and electrical installations of consumers (power transformers and oil-filled shunt reactors, switchgear, overhead power transmission lines, cable lines, electric motors, relay protection and automation, telemechanics and secondary circuits, earthing devices, overvoltage protection, capacitor installations, storage battery installations, electric lighting), consumers shall comply with the requirements to the extent provided for those types of equipment and devices in the Rules for the Technical Operation of Electric Power Plants and Networks.
25. The consumer shall organise and conduct technical examination of the electrical installations and the equipment forming part of them in accordance with the Rules for Conducting Technical Examination of Equipment, Buildings and Structures of Electric Power Facilities, approved by Order of the Ministry of Energy of Russia No. 465 of 14 May 2019 <24>. ——————————-- <24> Registered by the Ministry of Justice of Russia on 16 July 2019, registration No. 55283.
26. When placing into operation (initial connection to the network) new main equipment and power transmission lines (at newly constructed or reconstructed (modernised, technically re-equipped) electrical installations being placed into operation), as well as new equipment at in-service electrical installations, including after its replacement, the consumer shall complete the following activities: acceptance tests of the equipment and commissioning tests of individual systems of the electrical installations; integrated testing of the power transmission lines and main equipment; other activities for placing the power transmission lines and equipment into operation as part of the power system, provided for by paragraphs 192 - 195 of the Rules for the Technological Functioning of Electric Power Systems and by the rules for placing electric power facilities, their equipment and devices into operation as part of the power system, approved by the Ministry of Energy of Russia in accordance with sub-clause "d" of paragraph 2 of Resolution of the Government of the Russian Federation No. 937 of 13 August 2018 "On the Approval of the Rules for the Technological Functioning of Electric Power Systems and on Amendments to Certain Acts of the Government of the Russian Federation" <25>. ——————————-- <25> Collection of Legislation of the Russian Federation, 2018, No. 34, Article 5483. Acceptance tests of equipment and commissioning tests of individual systems shall be conducted according to the design schemes after completion of installation and construction work on that equipment. For commissioning work and testing of electrical equipment, electrical installations may be switched on according to the design scheme on the basis of a temporary authorisation issued by the federal state energy supervision authority. During integrated testing of equipment, the following shall be done: the operability of the equipment and process schemes and the safety of their operation shall be checked; all monitoring and control systems, protection and interlocking devices, signalling devices and instrumentation shall be checked and adjusted. Integrated testing is considered successfully completed provided the main and auxiliary equipment operates normally and continuously for 72 hours, and the power transmission line for 24 hours. Defects committed in the course of construction and installation, as well as equipment defects identified during acceptance and commissioning tests and integrated testing of the electrical installations, shall be eliminated. Before testing and acceptance, conditions shall be prepared for the reliable and safe operation of the facility belonging to the consumer: electrical and electrotechnological personnel shall be staffed and trained (with knowledge testing); operational documentation shall be developed and approved; protective equipment, tools, spare parts and materials shall be prepared and tested; communication, signalling and fire-extinguishing, emergency lighting and ventilation systems shall be placed in service.
27. The consumer shall have available the following technical documentation in respect of the electrical installations it operates: (a) design and working documentation for the construction (reconstruction) of the electrical installations, approved in accordance with the urban planning legislation of the Russian Federation, with all subsequent amendments; (b) reports of integrated testing of power transmission lines and equipment and documents on their acceptance into operation; (c) documents on technological connection provided for by the Rules for Technological Connection of Power Receiving Devices of Electricity Consumers, Electric Power Generation Facilities, as well as Electric Grid Facilities Belonging to Grid Organisations and Other Persons, to Electrical Networks, approved by Resolution of the Government of the Russian Federation No. 861 of 27 December 2004 <26>; ——————————-- <26> Collection of Legislation of the Russian Federation, 2004, No. 52, Article 5525; 2022, No. 27, Article 4863. (d) diagrams of electrical connections and process systems, including normal (temporary normal) electrical connection diagrams of the consumer's electrical installations; (e) general power supply diagrams for the normal mode, drawn up for the consumer's electrical facilities as a whole and for individual structural subdivisions (branches); (f) electrical equipment record logs listing the main electrical equipment and indicating its technical data and the inventory numbers assigned to it; (g) technical passports of power transmission lines, main power and electrical equipment, buildings and structures; (h) documents establishing the division of rights, duties and responsibility of the structural subdivisions (taking into account the requirements of paragraph 8 of the Rules) and of the consumer's personnel for the operation, including servicing and monitoring, of the electrical installations; (i) a list of power transmission lines, equipment and devices of the electrical installations with their allocation by method of technological control and supervision; (j) the lists of employees specified in paragraph 12 of the Rules; (k) production instructions for the operation of the electrical installations and other instructions developed and approved by the consumer in accordance with paragraph 33, Chapters V - XII of the Rules, as well as the Rules for the Technical Operation of Electric Power Plants and Networks, the Rules for Switching Operations in Electrical Installations and the Rules for Preventing the Development of and Eliminating Disturbances of the Normal Operating Mode (hereinafter referred to as production instructions); (l) job descriptions of personnel; (m) labour protection instructions developed and approved by the consumer in accordance with the legislation of the Russian Federation on labour protection; (n) documentation on relay protection and automation and documentation on automated control systems (where the consumer has such systems) in accordance with the requirements of regulatory legal acts establishing reliability and safety requirements in the electric power industry; (o) other technical documentation, including operational documentation, specified in paragraphs 33 - 36 of the Rules.
28. The documentation specified in paragraph 27 of the Rules shall be kept and stored by the consumer in accordance with the requirements for keeping and storing documentation established by the Rules for the Technological Functioning of Electric Power Systems.
29. For the structural subdivisions of a consumer that is a legal entity (the employees of a consumer that is an individual entrepreneur or a natural person), taking into account the functions they perform in the operation of the electrical installations, lists of technical documentation shall be drawn up and approved by the head or another authorised person of the consumer that is a legal entity or of its branch (by the consumer that is an individual entrepreneur or a natural person) (hereinafter referred to as the lists of technical documentation). The lists of technical documentation shall include the documents specified in paragraph 27 of the Rules. In accordance with the lists of technical documentation, the availability of the documents specified in them shall be ensured and access of the consumer's personnel to their use shall be organised. The lists of technical documentation shall be revised when the composition of the technical documentation changes, but at least once every 3 years. The consumer shall ensure that: the person responsible for the electrical facilities holds a complete set of diagrams and production instructions; a set of diagrams and production instructions, to the extent necessary for the personnel to perform their job functions, is available at the personnel's workplace.
30. All changes to the electrical installations made in the course of operation shall be entered in the production instructions and reflected in the electrical (process, as-built) diagrams and drawings over the signature of the person responsible for the electrical facilities, indicating his position and the date of the change. Information about changes to the production instructions, diagrams and drawings shall be brought, against signature, to the attention of all employees for whom knowledge of these documents is mandatory, with an entry in the workplace briefing registration log or the order log (if the changes are made to secondary connection diagrams - with an entry in the relay protection and automation log). The changes shall be made and communicated to the employees before the power transmission lines, equipment or devices are placed into operation. The designations and numbers on the diagrams and drawings shall correspond to the designations and numbers marked directly on the power transmission lines, equipment and devices.
31. The conformity of the electrical (process) diagrams (drawings) to the actual operational ones shall be checked by the person responsible for the electrical facilities at least once every 3 years, with a note on them of the date of the check certified by his signature. Where the electrical (process) diagrams (drawings) do not conform to the actual operational ones, the person responsible for the electrical facilities shall ensure the revision (updating) of those diagrams (drawings).
32. A set of single-line power supply diagrams shall be kept by the person responsible for the electrical facilities at his workplace and at the workplace of the operating personnel. Operational diagrams of electrical installations that, in accordance with the division of functions, rights and duties established by the consumer, are in the operational servicing of a particular structural subdivision of the consumer shall be stored at the workplace of the operating personnel of that structural subdivision. In rooms housing the main equipment of an electrical installation, the normal electrical connection diagrams of that electrical installation shall be displayed in a conspicuous place.
33. To organise and carry out the operation of the electrical installations, the consumer shall develop and approve production instructions on the operation of the electrical installations and on the organisation and performance of operational and technological control, including on switching operations in electrical installations, conducting operational communications, and preventing the development of and eliminating disturbances of the normal operating mode in electrical installations. Where the composition of the power transmission lines, equipment and devices changes, or the modes and conditions of operation of the electrical equipment change, amendments and additions shall be made to the production instructions, of which the employees for whom knowledge of such instructions is mandatory shall be notified against signature. The production instructions specified in the first sub-paragraph of this paragraph of the Rules shall be revised at least once every 3 years.
34. For operating and operating-and-repair personnel, the consumer (the consumer's branch) shall develop and approve a list of documents for the workplaces of operating and operating-and-repair personnel. The list of documents for the workplaces of operating and operating-and-repair personnel shall include: (a) an operational electrical connection diagram (hereinafter referred to as the operational diagram) and, by decision of the consumer, also a mimic diagram. For consumers whose power supply scheme includes only a power transmission line (a section of a power transmission line) or switchgear with a voltage above 1000 V with a single sectionalised or non-sectionalised busbar system that has no bypass busbar system, a single-line diagram of primary electrical connections on which the actual position of the switching devices is not marked may be kept; (b) an operational log; (c) an order log; (d) a log of work performed under permits to work and orders; (e) a log of issue and return of keys to the electrical installations; (f) a relay protection and automation log; (g) a telemechanics log; (h) a log or card file of defects and malfunctions of electrical equipment; (i) dispatch and operational requests (a log (card file) of dispatch and operational requests) for changing the technological operating mode or operational state of power transmission lines, equipment and devices; (j) record sheets (logs) of instrumentation readings (not required where the consumer has an automated information and measurement system for commercial electricity metering); (k) an electrical equipment record log; (l) a normal electrical connection diagram of the electrical installation; (m) switching forms (standard forms) for electrical installations and other documentation specified in the Rules for Switching Operations in Electrical Installations; (n) lists of power transmission lines, equipment and devices of the electrical installations with their allocation by method of technological control and supervision; (o) a single-line diagram of primary electrical connections of the electrical installation; (p) the lists of employees specified in paragraph 12 of the Rules; (q) lists of employees of the grid (power supply) organisation and of organisations entitled to conduct operational communications and carry out switching operations in the electrical installations.
35. Depending on the conditions (the organisational structure and form of operational servicing, the composition of the operating personnel and of the electrical installations under its technological control or supervision), the composition of the operational documentation may be supplemented by decision of the head of the consumer, another person authorised by him, or the person responsible for the electrical facilities.
36. In accordance with the approved list of documents for the workplaces of operating and operating-and-repair personnel, the consumer shall ensure the availability of the documents specified in it at the workplaces of such personnel in paper and (or) electronic form and shall organise access of such personnel to their use. Depending on the conditions of operation of the consumer's electrical installations, operational diagrams shall be maintained by the consumer in electronic form, on paper, or by means of mimic diagrams.
37. The consumer shall draw up, and the head or another authorised person of the consumer that is a legal entity or of its branch (the consumer that is an individual entrepreneur or a natural person) shall approve, schedules of inspections and rounds of the equipment, buildings and structures of the consumer's electrical installations (hereinafter referred to as the schedules of inspections and rounds). The consumer's administrative and technical personnel shall, in accordance with the schedules of inspections and rounds, carry out rounds and inspections of the equipment, buildings and structures, check the availability and content of the operational documentation at the workplaces of the operating and operating-and-repair personnel, and ensure that measures are taken to eliminate the violations identified.
38. The electrical installations shall be operated by electrical and electrotechnological personnel, which are divided into the following categories: administrative and technical personnel; operating personnel; operating-and-repair personnel; repair personnel; auxiliary personnel. Hereinafter in the text of the Rules, electrical personnel is understood to include electrotechnological personnel, unless the Rules establish that certain requirements apply only to one of the personnel categories specified in the first sub-paragraph of this paragraph of the Rules.
39. When operating electrical installations, consumers shall ensure that their employees belonging to the personnel categories specified in paragraph 38 of the Rules are prepared for work in electrical installations, including carrying out with them the mandatory forms of work with personnel, in accordance with: the Rules for Work with Personnel in Electric Power Industry Organisations of the Russian Federation, approved by Order of the Ministry of Energy of Russia No. 796 of 22 September 2020 <27> (hereinafter referred to as the Rules for Work with Personnel and Order of the Ministry of Energy of Russia No. 796, respectively) - in respect of the personnel of a consumer operating electric power generation facilities and (or) electric grid facilities connected to the electric power system (except for electric grid facilities belonging to consumers with a voltage class of 0.4 kV and below connected to electrical networks at the 0.4 kV voltage level); ——————————-- <27> Registered by the Ministry of Justice of Russia on 18 January 2021, registration No. 62115. In accordance with paragraph 4 of Order of the Ministry of Energy of Russia No. 796, that act remains in effect until 1 March 2027. the Rules for Work with Personnel, taking into account the special provisions established by paragraphs 40 - 45 of the Rules, - in respect of the personnel of a consumer operating electric grid facilities with a voltage class of 0.4 kV and below connected to electrical networks at the 0.4 kV voltage level, and (or) power receiving installations.
40. Employees belonging to electrical and electrotechnological personnel, as well as labour protection specialists monitoring electrical installations and employees belonging to non-electrical personnel and performing work in which a risk of electric shock may arise, shall hold an electrical safety group determined in accordance with the Rules on Labour Protection during the Operation of Electrical Installations and paragraph 10 of the Rules. Heads of structural subdivisions of the consumer (where such structural subdivisions exist) to which electrotechnological personnel are subordinate shall hold an electrical safety group not lower than that of the subordinate personnel. The assignment and confirmation of an electrical safety group shall be carried out in accordance with the Rules on Labour Protection during the Operation of Electrical Installations and the Rules for Work with Personnel. For organisations (separate structural subdivisions) operating electrical installations with a voltage of up to 1000 V, for the assignment (confirmation) of group IV, one of the members of the commission conducting the knowledge testing shall hold electrical safety group IV.
41. The rights and duties of the head of a consumer that is a legal entity concerning the organisation and conduct of work with personnel may be transferred by him in full or in part to one or more other officials of the consumer (its branch or representative office) from among the administrative and technical personnel. The duties of the consumer's officials for conducting work with personnel shall be established by an organisational and administrative document of the consumer and specified in job descriptions and regulations on subdivisions (services).
42. Employees hired to perform work in electrical installations shall have professional training and qualifications appropriate to the nature of the work and the job duties (job functions) performed.
43. Initial and periodic (regular and extraordinary) knowledge testing shall be conducted in respect of the consumer's personnel. Initial knowledge testing is conducted for employees who have entered work involving the servicing of electrical installations for the first time, or after a break in work of more than 3 years. Regular knowledge testing shall be conducted within the following time limits: for electrical personnel directly organising and carrying out work on the servicing of in-service electrical installations or performing adjustment, electrical installation or repair work or preventive tests in them, as well as for personnel entitled to issue permits to work and orders and to conduct operational communications - at least once every 12 months; for administrative and technical personnel not belonging to the previous group, as well as for labour protection specialists admitted to inspecting electrical installations - at least once every 3 years. The time of the next knowledge testing shall be set on the basis of the date of the last knowledge testing. Extraordinary knowledge testing shall be conducted regardless of the time of the previous knowledge testing where there are grounds provided for by paragraph 47 of the Rules for Work with Personnel.
44. By decision of the head or another official of the consumer authorised in accordance with paragraph 41 of the Rules, the knowledge testing of a specialist hired on a secondary employment basis for the purpose of assigning to him the duties of the person responsible for the electrical facilities may be dispensed with, provided that all of the following conditions are met simultaneously: not more than 6 months have passed since the date of the employee's knowledge testing at his main place of work involving the operation of electrical installations; the energy capacity of the electrical installations and their complexity at the consumer where the employee works on a secondary employment basis are not higher than at the main place of work of that employee; the consumer has no electrical installations with a voltage above 1000 V.
45. Knowledge testing of the employees of a consumer that is a legal entity whose number of employees does not permit the formation of a knowledge testing commission in accordance with the Rules for Work with Personnel shall be conducted in commissions formed by the federal executive body authorised to exercise federal state energy supervision or by its territorial bodies.
46. In the cases and in accordance with the procedure established by the Rules for Conducting Emergency Drills, the consumer shall conduct emergency drills for its operating (operating-and-repair) personnel and shall ensure the participation of the consumer's personnel in emergency drills conducted by other organisations.
47. This Chapter of the Rules applies to stationary and mobile (portable) electric welding installations for direct current and alternating current arc welding.
48. Welding current sources may be connected to distribution electrical networks with a voltage not exceeding 660 V.
49. Welding transformers or converters (static or motor-generator) with electric motors or with internal combustion engines, specially intended for the purpose, shall be used as welding current sources for all types of arc welding.
50. The connection scheme of several welding current sources operating on a single welding arc shall rule out the possibility of a voltage arising between the workpiece and the electrode that exceeds the highest no-load voltage of any one of the welding current sources.
51. A flexible copper welding cable with rubber insulation and a rubber sheath shall be used to supply current from the welding current source to the electrode holder of a manual arc welding installation. The use of cables and wires with insulation or a sheath made of polymer materials that propagate combustion shall not be permitted.
52. The primary circuit of an electric welding installation shall contain a switching (disconnecting) electrical apparatus and a protective electrical apparatus. A single apparatus combining these functions may be used.
53. Electric welding installations with a multi-station welding current source shall have a device protecting the source from overload (a circuit breaker, fuses), as well as a switching electrical apparatus and a protective electrical apparatus on each line running to a welding station.
54. A portable (mobile) electric welding installation shall be located at such a distance from the switching apparatus that the length of the flexible cable connecting them is not more than 15 metres, unless a different distance is established by the equipment manufacturer. This requirement does not apply to the supply of electric welding installations via a trolley system or to cases where a different length is provided for by the design in accordance with the manufacturer's technical specifications for the electric welding installation. Mobile electric welding installations shall be disconnected from the network for the duration of their movement.
55. All electric welding installations with alternating and direct current sources intended for welding in especially hazardous conditions, determined in accordance with paragraph 48 of the Rules on Labour Protection during the Performance of Electric Welding and Gas Welding Work, approved by Order of the Ministry of Labour and Social Protection of the Russian Federation No. 884n of 11 December 2020 <28> (hereinafter referred to as Order of the Ministry of Labour and Social Protection of the Russian Federation No. 884n), shall be fitted with devices for automatic disconnection of the no-load voltage upon a break in the welding circuit or for limiting it to a value safe in such conditions. Consumers shall have available technical passports and production instructions for the operation of the electric welding installations specified in this paragraph of the Rules. ——————————-- <28> Registered by the Ministry of Justice of Russia on 29 December 202, registration No. 61904. In accordance with paragraph 3 of Order of the Ministry of Labour and Social Protection of the Russian Federation No. 884n, that act remains in effect until 31 December 2025.
56. Portable and mobile electric welding installations shall be assigned to an electric welder, with an entry to that effect made in the log of inventory records, periodic checks and repair of portable and mobile power receiving devices and auxiliary equipment for them.
57. The connection to and disconnection from the network of electric welding installations by means of detachable contact connections, as well as the monitoring of their sound condition during operation, shall be performed by electrical personnel of the consumer on whose balance sheet the electric welding installation is held, holding an electrical safety group not lower than III.
58. Measurement of the insulation resistance of electric welding installations shall also be carried out at least once every 6 months, as well as where visible mechanical damage is present.
59. The job descriptions of the consumer's personnel, approved by the head or another authorised official of the consumer that is a legal entity (by the consumer that is an individual entrepreneur or a natural person), shall define the duties and responsibility for the operation of the welding equipment, the fulfilment of the annual maintenance and repair schedule, and the safe performance of welding work. Where the consumer has the position of chief welder or an employee performing his functions, those duties and that responsibility shall be assigned to him.
60. This Chapter of the Rules applies to electrothermal equipment and electrothermal installations of all types operated by consumers.
61. When operating arc furnaces, in addition to the requirements of this Chapter of the Rules, the requirements of Chapter VII of the Rules shall be complied with. When operating plasma-arc and electron-beam installations, in addition to the requirements of this Chapter of the Rules, the requirements of Chapter VIII of the Rules shall be complied with. When operating induction melting and heating devices, in addition to the requirements of this Chapter of the Rules, the requirements of Chapter IX of the Rules shall be complied with. When operating high-frequency installations, in addition to the requirements of this Chapter of the Rules, the requirements of Chapter X of the Rules shall be complied with. When operating electrode boilers, in addition to the requirements of this Chapter of the Rules, the requirements of Chapter XI of the Rules shall be complied with.
62. During the operation of electrothermal installations, the requirements of Chapters VII - XI of the Rules concerning the individual elements forming part of such installations shall be complied with, as well as the provisions of regulatory legal acts establishing reliability and safety requirements in the electric power industry relating to the operation of transformers, electric motors, converters, switchgear, capacitor installations, relay protection and automation devices and measuring instruments, and of the Federal Norms and Rules in the field of industrial safety "Safety Rules for the Processes of Production or Use of Metals", approved by Rostechnadzor Order No. 512 of 9 December 2020 <29> (hereinafter - Rostechnadzor Order No. 512). ——————————-- <29> Registered with the Ministry of Justice of the Russian Federation on 30 December 2020, registration No. 61943. In accordance with paragraph 2 of Rostechnadzor Order No. 512, that act is in force until 1 January 2027.
63. The heating temperature of busbars and contact connections and the current density in the conductors of secondary current leads of electrothermal installations shall be periodically monitored within the time limits established by the production instructions approved by the consumer, but at least once a year. Measurement of that heating temperature shall be carried out in the period from June to August.
64. The insulation resistance of secondary current leads and working live elements of electric furnaces and electrothermal devices, including resistance electric heaters and inductors, shall be measured each time the electrothermal installation is switched on after repair and in other cases provided for by the production instructions approved by the consumer.
65. Monitoring of the quality of the cooling water shall be carried out in accordance with the requirements of the production instructions approved by the consumer, observing the monitoring intervals established by those instructions.
66. The electrical insulation resistance of insulating gaskets preventing a connection to earth through the hook or rope of cranes and hoists serving installations of direct-action resistance electric heating devices, as well as ferroalloy furnaces with slipping of self-baking electrodes without switching off the installations, shall be checked within the time limits established by the person responsible for the electrical facilities, but at least once a year.
67. Acceptance of an electrothermal installation after its erection shall be carried out on the basis of the results of trial operation and hot tests performed in accordance with the programme included in the technical documentation of the electrothermal installation.
68. During the operation of resistance electric furnaces, the following requirements shall be complied with: the temperature of the outer surface of the electric furnace casing shall not exceed the values established by the manufacturer's operating instructions for the electric furnace; the condition of the heating elements shall be checked in accordance with the manufacturer's operating instructions for the electric furnace.
69. On an arc furnace, the operating characteristics shall be taken for all steps of the secondary voltage and all reactance steps of the reactor. Where a shop contains several electric furnaces with identical parameters, the operating characteristics shall be taken on one of them, determined by the consumer.
70. During the charging of electric furnaces, the red-hot ends of the electrodes shall remain under the roof of the electric furnace.
71. In installations of arc steel-making furnaces, the setting of the overload current protection shall be coordinated with the action of the automatic electrical mode regulator. The automatic electrical mode regulator shall ensure the elimination of short circuits, except in the cases specified in sub-paragraph two of this paragraph of the Rules. Where a short circuit cannot be eliminated by the automatic electrical mode regulator by moving the electrodes, elimination of the short circuit shall be ensured by the overload protection.
72. The consumer shall ensure periodic checking of the automatic electrical mode regulator, including monitoring of the setting parameters of the automatic electrical mode regulator for compliance with the technological operating modes of the arc furnace. The scope and time limits of checks of automatic electrical mode regulators shall be determined by the production instructions approved by the consumer, drawn up taking into account the manufacturer's operating instructions. Full-scope checks of automatic electrical mode regulators shall be carried out at least once a year.
73. The contact connections of the short network of the current lead and of the electrode holders shall undergo periodic inspection at least once every 6 months.
74. Monitoring of the quality of the oil in the transformer and oil circuit breakers, testing of the oil for electric strength, and checking of the contacts in changeover switches, transformers and oil circuit breakers shall be carried out by the consumer's personnel within the time limits established by the organisational and administrative documents of the person responsible for the electrical facilities and (or) by the production instructions approved by the consumer, but no less frequently than provided for that type of equipment and electrical installations by the Rules for the Technical Operation of Electric Power Stations and Networks.
75. All work to prepare for melting in electroslag remelting installations shall be carried out with the transformer switched off. Where one transformer supplies two electroslag installations alternately, the consumer shall develop and approve a production instruction on the safe preparation of the second installation while the first is switched on. The list of such electrical installations shall be approved by the consumer, and the production instruction specified in this paragraph of the Rules shall be brought to the attention of the personnel.
76. Operation of arc electric furnaces without filter-compensating devices shall not be permitted.
77. Work on the slipping, extension and replacement of electrodes on an arc steel-making furnace, as well as on the sealing of electrode openings, shall be carried out on a switched-off electric furnace, except in the cases specified in sub-paragraph two of this paragraph of the Rules. Slipping and extension of rammed self-baking electrodes of ore-thermal furnaces, welding of the brake band and charging with electrode paste may be carried out without removing the voltage in electrical installations up to 1000 V. Such work shall be performed from insulated working (slipping) platforms fitted with interphase separating insulating partitions.
78. Plasma-arc and electron-beam installations shall be serviced by personnel specially trained to work on such installations.
79. On the basis of the operating instructions of the manufacturers of plasma-arc and electron-beam installations, the consumer shall draw up and approve a single production instruction for electrotechnical and electrotechnological personnel on the servicing of plasma-arc and electron-beam installations, taking into account the specifics of the consumer's production activities and the operating conditions of the consumer's electrical installations.
80. Plasma-arc and electron-beam installations shall be equipped with the following interlocks: an electrical interlock that switches off the oil circuit breakers upon the opening of the doors, the guards of the units and the electrical equipment room (electrical interlock locks); a mechanical interlock of the disconnector drives that permits the opening of the doors of the oil circuit breaker chambers, as well as of the disconnectors of the rectifier and the filament unit, when the disconnectors are in the off position.
81. Opening the doors of the signalling unit, the cover of the control panel and the protective casings of electrical equipment while the installation is switched on shall not be permitted.
82. Repair work in the area of the beam heater of an electron-beam or plasma-arc installation shall be carried out after the installation has been switched off and earthing has been applied.
83. Paragraphs 84 - 91 of this Chapter of the Rules apply to induction melting and heating appliances (installations) of power (50 Hz), increased (up to 30 kHz) and high (above 30 kHz) frequency of electric current.
84. To reduce electrocorrosion caused by leakage currents, the metal pipes of the water cooling system shall be earthed at the very beginning of their transition into the insulated hoses connected to the water-cooled parts that are under voltage.
85. Water cooling shall be carried out continuously from the moment the installation is switched on until the parts have cooled completely after switching off. The presence of an interlock between the water cooling and the switching-on device of the installation is mandatory.
86. Electrotechnical personnel servicing induction melting furnaces and heating installations shall monitor the degree of heating of their structural elements by currents induced by stray electromagnetic fields. The frequency of monitoring is determined by the production instructions for the operation of induction melting furnaces and heating installations approved by the consumer. Depending on the results obtained, measures shall be taken to reduce losses.
87. Inspection of installations shall be carried out by electrotechnical personnel in accordance with the schedule approved by the head or another authorised official of the consumer. The results of the inspection and the measures taken to eliminate faults shall be entered in the installation's operating log. During the inspection, the installation shall be checked for: (a) fault-free operation of all interlocking devices ensuring safe working conditions for personnel, and the sequence of switching on all technological and electrical elements of the installation; (b) reliability of the screening and earthing of individual units; (c) cleanliness of the contacts of the starting and regulating apparatus with the highest number of switch-on and switch-off operations over the preceding period determined by the head or another authorised official of the consumer; (d) correct operation of the contacts with arc quenching; (e) absence of scale on the water-cooled surfaces of the installation's parts; (f) absence of dust on parts of the installation.
88. Inspection of induction installations and repair work on them shall be carried out after they have been disconnected from the power sources.
89. The cooling system of the inductor of induction melting furnaces shall have an interlock ensuring that the voltage is removed from the inductor if the water supply stops.
90. When melting in induction melting furnaces, the charge may be touched with tools having insulated handles. Circuit capacitors may be switched on under voltage to tune the oscillating circuit during melting in induction melting furnaces where disconnectors with a remote drive are available. Switching off circuit capacitors under voltage shall not be permitted.
91. Heating stations at which heat treatment operations are performed and which form part of forging-and-pressing and rolling mills, pipe-welding machines or other specialised units intended for performing specific types of work shall be built into the corresponding mill, machine or unit as separate assemblies.
92. When working at a heating station with open heating inductors connected through a step-down matching high-frequency transformer, the following protective actions shall be provided for: (a) the buttons for controlling the heating and switching off the heating station shall be placed next to the heating inductor in a place convenient for the heat treatment operator; (b) one point of the secondary winding of the matching high-frequency transformer shall be earthed at any location; (c) the heat treatment operator shall have personal protective equipment; (d) a sign reading "Placing of parts and touching of the inductor by hand while the voltage is on shall not be permitted" shall be displayed.
93. High-frequency installations are electrical installations used for the heat treatment of materials (metals - by induction heating, non-conducting materials - in the electric field of capacitors) and for their ultrasonic treatment.
94. When carrying out adjustment or repair work under voltage with the removal of a permanent guard from the installation or with its interlocking disabled, actions shall be taken to create safe working conditions in accordance with the Rules on Labour Protection during the Operation of Electrical Installations.
95. During measurements on an operating installation, performing adjustment work involving going behind permanent guards and approaching live parts shall not be permitted.
96. In the technological elements of installations for ultrasonic treatment, measures shall be implemented to ensure the absence of electrical potentials in the media and materials with which the servicing personnel have to come into contact. Repair work on the installations shall be carried out after the voltage has been removed from them.
97. The requirements of this Chapter of the Rules apply to electrode hot-water and steam boilers, irrespective of the working pressure and water heating temperature in them, supplied from power-frequency current sources with a voltage both up to and above 1000 V and intended for the heating, hot water supply and steam supply systems of residential, communal and domestic, public and industrial buildings, structures, and industrial and agricultural installations.
98. During the operation of electrode hot-water and steam boilers and the pipelines connected with them, the requirements of the Federal Norms and Rules in the field of industrial safety "Industrial Safety Rules for the Use of Equipment Operating under Excess Pressure", approved by Rostechnadzor Order No. 536 of 15 December 2020 <30> (hereinafter - Rostechnadzor Order No. 536), shall be complied with. ——————————-- <30> Registered with the Ministry of Justice of the Russian Federation on 31 December 2020, registration No. 61998. In accordance with paragraph 2 of Rostechnadzor Order No. 536, that act is in force until 1 January 2027.
99. In an electric boiler house with a voltage above 1000 V, a separate room shall be provided for electrotechnical personnel. A remote control and telemetry console, as well as relay protection and automation devices, may be installed in the same room.
100. During the operation of electrode boilers, constant attendance by the personnel servicing them shall be ensured. Electrode boilers may be operated without constant attendance by personnel where there are automatic and (or) remote control devices that ensure the normal operating mode of the electrode boilers automatically or from a control panel and the possibility of stopping the electrode boilers from the control panel, and where there is protection ensuring that the boiler is stopped upon a violation of operating modes, with a signal sent to the control panel.
101. Regulation of the power of electrode boilers under voltage shall not be permitted. An electrode boiler shall be switched off by the consumer's electrotechnical personnel within the time limit specified in the production instruction approved by the consumer in the event of: an accident; loss of voltage on the remote and automatic control devices and on all instrumentation; an increase in the pressure in the boiler exceeding the permitted pressure by 10 per cent, where the pressure continues to rise; interruption of, or a reduction in, the flow of water through a hot-water boiler below the minimum permissible level, as well as in other cases provided for by the production instruction. The production instruction approved by the consumer shall also set out the procedure for eliminating an emergency condition and starting up the electrode boilers.
102. For each boiler with a voltage above 1000 V installed in a boiler house, a log shall be kept in which the date, the type of repair, the results of inspections, information on the replacement of parts and data on emergency situations are entered.
103. Inspection of electrode boilers with a voltage up to 1000 V shall be performed before each heating season, and of those with a voltage above 1000 V - at a defined frequency established by a schedule, but at least once a month. The inspection shall be carried out in accordance with the production instruction approved by the consumer. The results of the inspection and the measures to eliminate faults shall be entered in the log referred to in paragraph 102 of the Rules over the signature of the employee who performed the inspection.
104. Scheduled preventive repair of electrode boilers with a voltage above 1000 V shall be carried out at a frequency established by the consumer in the repair schedule for such electrode boilers, but at least once every 6 months. Scheduled preventive repair of boilers with a voltage up to 1000 V shall be carried out by decision of the consumer's technical manager or another official authorised by him.
105. Preventive tests and measurements on consumers' electrode boilers shall be carried out in accordance with Appendix No. 2 to the Rules.
106. This Chapter of the Rules applies to stationary and mobile electric power generation facilities (petrol, diesel, gas) operating in a mode isolated (autonomous) from the power system and used as main or standby (emergency) power supply sources for consumers' power consuming devices (hereinafter - TEP).
107. The design, type of construction and insulation class of electrical machines, apparatus, instruments and other equipment at a TEP, as well as of wires and cables, shall correspond to the parameters of the consumer's electrical network, the environmental conditions and external influencing factors, or protection against those influences shall be provided.
108. TEPs on which the equipment, relay protection and automation devices, instrumentation and signalling, wires and cables, and protective equipment have been fully installed, checked and tested may be put into operation.
109. The neutral operating mode of a TEP and the protective electrical safety measures shall correspond to the neutral operating mode and the protective measures adopted in the consumer's network (power consuming devices).
110. An emergency or standby TEP may be connected manually to the consumer's electric grid facilities (power consuming devices) where there are interlocks between the switching devices that exclude the possibility of simultaneous supply of voltage: into the consumer's electrical network from the standby (emergency) TEP and from the electrical network of the grid organisation; into the electrical network of the grid organisation from the standby (emergency) TEP.
111. Automatic switching on of an emergency or standby TEP in the event of loss of voltage from the power system shall be carried out by means of relay protection and automation devices that ensure the disconnection of the switching devices of the electrical installations from the electrical network of the power supply (grid) organisation and the subsequent supply of voltage to the power consuming devices from the TEP.
112. A TEP shall be serviced by personnel holding an electrical safety group permitting work with such a TEP. In their actions, the servicing personnel shall be guided by the requirements of the production instruction for the operation of the TEP approved by the consumer.
113. For each type of maintenance and repair of a TEP, the consumer shall determine the time limits for such maintenance and repair, taking into account the manufacturer's documentation. Inspection of a TEP that is in standby shall be carried out at least once every 3 months.
114. The performance of actions to prepare a TEP for start-up, the permissible duration of its operation at no load or under load, and the results of inspections and checks of the TEP's operation shall be recorded in the operational documentation.
115. The consumer shall provide information on the availability of standby (emergency) stationary or mobile TEPs, their installed capacity, rated voltage and start-up conditions to the grid (power supply) organisation with which that consumer has concluded a contract for the provision of electricity transmission services (power supply contract). That information shall also be taken into account in the bilateral documents on technological interaction approved by the consumer and the grid (power supply) organisation on a bilateral basis in accordance with paragraph 40 of the Rules for the Technological Functioning of Electric Power Systems and shall be reflected in the normal electrical connection diagram.
116. By an organisational and administrative document of a consumer that is a legal entity, a person responsible for monitoring the technical condition of standby (emergency) TEPs and for providing them with fuel shall be appointed from among the consumer's employees.
Interlock of an electrical product (device) means a part of an electrical product (device) intended to prevent or restrict the performance of operations by some parts of the product in certain states or positions of other parts of the product, to prevent the occurrence of impermissible states in it or to exclude access to its parts that are under voltage;
arc electric furnace means an electric furnace in which metal is melted by the heat of an electric arc burning between the electrodes and the metal or between the electrodes;
mobile (portable) power consuming device means a power consuming device whose intended use provides for the possibility of its being held in the hands of a worker (operator) and moved to the place of its intended use by hand (without the use of vehicles), as well as auxiliary equipment for it;
electrical wiring means an assembly of wires and cables with their associated fastenings, mounting and protective parts, laid on the surface of or inside structural building elements;
electric welding installations means an electrotechnical device capable of supplying electrical energy with appropriate parameters for its conversion into the required amount of heat in the zone of melting or of heating the metal to a plastic state, to perform the electrotechnological processes of welding, surfacing and cutting;
electrothermal installations means installations in which electrical energy is used to heat products;
electrical installation means a complex of interconnected equipment, devices, buildings and structures intended for the production or conversion, transmission, storage, distribution or consumption of electrical energy.
The time limits for tests and measurements of the parameters of electrode boilers during major repair (hereinafter - KR), routine repair (hereinafter - TR) and during inter-repair tests and measurements, as well as during preventive tests performed to assess the condition of electrical equipment and not associated with taking the electrical equipment out for repair (hereinafter - MI), shall be determined by the consumer's technical manager, taking into account the recommendations of the manufacturer's instructions, the technical condition and the operating conditions of the consumer's electrical installations.
The scope of the tests and measurements of electrode boilers and the requirements for their performance are given in Table 1.
The power-frequency test voltages in operation for electrode boilers with a voltage class of up to 35 kV are given in Table 2.
